Toronto off-leash dog park rules are short but strict. Your dog has to be licensed and vaccinated, in sight and under your control the whole time, never left alone, and picked up after, and some dogs can't go in at all. Outside a posted off-leash area, every dog in a City park has to be on a leash no longer than 2.4 metres, under Toronto Municipal Code Chapter 608.
Most regulars at Trinity Bellwoods or Cherry Beach know some of this and guess at the rest. We've put the City of Toronto's off-leash pages and the parks bylaw together in one place: who can go in, what you're expected to do once you're there, the beach and small dog rules, how many dogs one person can handle, and what to do when something goes wrong. Each area's posted signs can add conditions, so read those too.
Toronto off-leash dog park rules at a glance
The core Toronto off-leash dog park rules come from the City's bylaw enforcement page and Chapter 608 of the Municipal Code:
| Rule | What it means |
|---|---|
| Off-leash only in posted areas | Dogs may run off-leash only in a posted, designated off-leash area |
| Licensed and vaccinated | The City says dogs in off-leash areas must be vaccinated and licensed |
| In sight and under control | Keep your dog in sight and under care and control at all times |
| Never unattended | Do not leave a dog unattended in a park or off-leash area |
| Pick up | Pick up and dispose of your dog's waste; use the Green Bin where there is one |
| Fill holes | Repair any holes your dog digs |
| No training or electronic devices | The City does not allow dog training or electronic devices in off-leash areas |
| Follow posted signs | Each area's posted conditions and boundaries apply |
Off-leash does not mean unattended: in Toronto your dog must stay in sight and under your control the whole time.
Which dogs cannot use off-leash areas?
Some dogs can't use Toronto's off-leash areas at all. The City lists:
- Dogs that are aggressive or have a history of biting.
- Pit bulls, as defined by Ontario's Dog Owners' Liability Act.
- Female dogs in heat, which must also stay leashed everywhere in parks.
- Any dog under a City Dangerous Dog Order.
- Any dog required to wear a muzzle or be on a leash under a notice or order issued under the City's animals bylaw.
And then there's the dog who's allowed but maybe not ready. If yours is new to off-leash play, still in training or nervous around other dogs, a quiet time of day or an on-leash walk can be kinder to everyone while you build up their confidence.
Beaches and small dog areas
Dogs aren't allowed on Toronto's swimming beaches except between November 1 and March 31, the City says, with an exception for people with a disability who have a service animal with them. Chapter 608 also lets dogs off-leash below the snow fence line at Kew-Balmy Beach and Woodbine Beach in that same November to March window. Cold, but your dog won't mind.
Some off-leash areas have a separate small dog section. It's for dogs weighing at most 20 lbs, no taller than 12 inches at the shoulders.
How many dogs can one person bring?
One person can bring up to six dogs into a City park under Chapter 608, and anyone with more than three needs a commercial dog walker permit. Put simply: one to three dogs, no permit. Four to six, you need the permit. Seven or more isn't allowed in a City park at all.
If you use a dog walker who takes out four to six dogs at once, it's fair to ask whether they hold that permit.
Children, play and everyday etiquette
The City asks that children be closely supervised in off-leash areas and not interact with other people's dogs, since many dogs aren't used to small kids. Its code of conduct also reminds owners to engage with their own dog and to play nice. Which, in practice, means not standing by the gate on your phone.
- Watch your dog's body language and step in early if play gets rough.
- Leave toys and food at home if your dog guards them.
- Keep your leash in hand so you can clip on quickly.
- Clip your dog on and leave if they are overwhelmed, or if another dog is bothering them and its owner is not stepping in.
- Report maintenance problems or concerns to 311.
Health, licence and papers to carry
Because the City requires dogs in off-leash areas to be vaccinated and licensed, keep the licence tag on your dog's collar and their vaccines current. Ask your vet which vaccines make sense for a dog who plays with lots of other dogs; our guides to core vaccines for dogs and the pet vaccine certificate cover the basics.
If your dog bolts through a gap in the fence and disappears, every minute counts. The free PetGrid app's lost mode makes a lost pet poster and page in about a minute, without showing your address, and our guide on what to do if your pet is lost lists what to do next. If your dog gets hurt, find the nearest clinic in our Toronto vet directory.

The short version
Toronto off-leash dog park rules boil down to this: a licensed, vaccinated dog, in sight, under control and picked up after, inside a posted area, and a handful of dogs not allowed in at all. The leash, 2.4 metres or shorter, goes back on the moment you walk out.
